There is an urgent need to instil strong norms of responsible behaviour and build the capacity of militaries to integrate AI responsibly. That will require governments to implement responsibility-by-design principles throughout the lifecycle of a military AI capability — a recommendation at the heart of last month’s strategic guidance report from the Global Commission on Responsible Artificial Intelligence in the Military Domain, on which I serve.
