In recent years, HS2 has gobbled up £7bn a year of public money, about 0.25 per cent of GDP, and half of the additional public investment allocated in last year’s Budget. In this year’s spending review, HS2 will cost taxpayers two-and-a-half times the amount of all other rail investment put together in the 2026 to 2029 period.
