It was a lump of coal in progressives’ stockings. The organizers of the repeal effort, weary of being taxed at some of the highest rates in the nation, gathered the signatures in about a month to give voters the chance to rescind a $4.3 billion tax hike that Gov. Tina Kotek and her allies shoved through the Legislature along party lines.
